Regulation NN 84/22 on supply quality mandates a fixed payment to households when HEP breaches the guaranteed standards. The reason nearly no one claims it is administrative: deadlines, forms, proof.

The right to compensation arises only if your meter is registered in HEP's electronic records and the previous month's outage data has been properly transmitted. Kapoot asks for confirmation during setup — if you use an analog meter, we show you the estimate but don't auto-file.

Frequently asked questions
Is filing with a digital signature legal?
Yes. v1.5 Agent Šoldi uses a handwritten electronic signature captured in the app — the legal basis is Art. 4 of the Croatian Implementation Act for EU Regulation 910/2014 (eIDAS), covering ordinary electronic signatures on private-law transactions with a supplier. The claim is generated as PDF and sent by official e-mail to HEP ODS.
A qualified signature (eOsobna ID card, FINA AKD) is not required in v1.5 — it's planned for a later milestone for added legal robustness.
Aren't you against HEP?
No. NN 84/22 was issued by HERA in cooperation with regulators and distributors. The compensation isn't discretionary — it's HEP's statutory obligation when it breaches the guaranteed standards. Kapoot helps citizens use a right that already exists.

How much does the app take from my compensation?
Nothing. The subscription is fixed — €9.99/year. The full compensation (€39.81 per outage) lands in your account directly from HEP. Kapoot is not a payment intermediary.
The first approved refund covers more than two years of Pro — everything after goes entirely to you.
What if I don't get a single refund in 12 months?
If in 12 months Kapoot doesn't prepare and send a single claim that brings you money, you get year 2 of Pro at no cost — automatic, no questions.
This isn't a marketing line — it's our commitment to you. We figure the subscription is only worth it if you also get a refund.
Can I file the claim myself, for free?
Yes. Forms 15.3 and 15.4 are publicly available at hep.hr and you can file them yourself at no charge.
What Kapoot gives you instead: automatic detection of threshold-breaching outages, a pre-filled form, delivery to the correct Elektra office, and status tracking to payment. You're paying for time, not for money that's already yours.
What's the smart-meter prerequisite?
Article 62 §6 of NN 84/22 requires that your meter is registered in HEP's electronic records and that the previous month's outage data has been regularly transmitted. If you use an older analog meter, the formal right to compensation may be limited.
Kapoot will ask about your meter during setup. If the answer is uncertain you'll see a Tentative eligibility tag and we won't auto-file.
How does Kapoot know how long the outage lasted?
For two years Kapoot has been tracking and aggregating all HEP ODS outage notices from HEP's official sources. For each outage we record start, end, type (planned/unplanned) and affected streets. Our database is currently the most comprehensive publicly available source on supply quality in Croatia.
For outages without a published end time we use the moment when the status was marked resolved, with an Approximate tag on the claim.
What if I'm on medium/high voltage or a legal entity?
v1.5 supports low-voltage households only (Table 4 of NN 84/22), where the amount is fixed and unambiguous. For medium/high voltage and legal entities the Art. 64 formula depends on actual consumption — we recommend consulting a legal advisor.
What if HEP rejects the claim?
HEP can reject the claim if the outage was caused by customer equipment or exceptional events (storms, fires, force majeure). In that case Kapoot shows the rejection reason in the app and offers a document export for an appeal to HERA.
If HEP misses the statutory 30-day deadline, the claim is automatically marked as overdue and you get the option to prepare a HERA complaint.
Do I need an e-mail or account at install?
For basic notifications — no. The app uses an anonymous Firebase Installation ID. For filing a claim we need your full details (name, OIB, address, contract number) because we file an official document with HEP on your behalf. You enter those only at the moment of signing the claim; OIB and signature are stored encrypted (AES-GCM, column-level).
When will I get the money?
HEP ODS has a statutory 30 days to respond to a claim. Payment is typically made another 30 days after approval, directly to your account. You track all phases in the app: Sent → Received → Processing → Approved → Paid.
